RESUMO
O presente estudo se propõe em pautar na dificuldade encontrada pelo cidadão que recorre quando sofre ameaça ou sofre dano em seus direitos, e cuja guarida em muitas situações não lhe é atendida na delegacia de polícia civil, que às vezes está abarrotada de procedimentos mais complexos, e/ou até mesmo não há pessoal sufi ciente para atender a demanda social, trazendo assim dificuldade de o cidadão exercer seu direito de chegar à Justiça. Ressalta-se que em muitos casos a lavratura desse procedimento no local da ocorrência por um policial habilitado e treinado agilizaria deveras o procedimento, deixando fluir com mais eficácia a elucidação do fato e dando uma resposta as partes envolvidas no fato típico. Este trabalho de conclusão de curso devolveu-se não só para obtenção de nota, mas também para levantar uma discussão da importância da confecção do Termo Circunstanciado de Ocorrência-TCO pelo policial militar ante às infrações penais de menor potencial ofensivo, para fins unicamente de racionalizar e aperfeiçoar o trabalho de polícia ostensiva, bem como subsidiariamente proporcionar celeridade dessas infrações penais, que muitas vezes não chegam ao Estado-Juiz, não permitindo desta feita que a população fique à mercê de uma burocracia na atual conjuntura porque passa a Polícia Judiciária, muito burocrática e deficiente de material humano para proporcionar cidadania à população. Pretende-se discutir o assunto de forma que não haja vaidade sobre a problemática que leva a população a desconfiar do trabalho da polícia e desacreditar no judiciário. Assunto desta importância deve ser discutido com profissionalismo e espírito republicano, jamais tratado com vaidade; queremos sim tratar com dinâmica e acima de tudo competência para a efetiva elucidação do ato ilícito cometido, gerando a população a sensação de eficácia e eficiência no serviço policial-judiciário.

ABSTRACT
The present study aims to guide the diffi culty encountered by the citizen who resorts when he/she suff ers a threat or suffers damage to his rights, and whose shelter in many situations is not attended to him in the civil police station, which is sometimes crammed with more complex procedures, and/or even there are not enough staff to meet the social demand, thus bringing diffi culty for the citizen to exercise his right to come to justice. It is note point that in many cases the drafting of this procedure at the place of occurrence by a qualifi ed and trained police offi cer would expedite the procedure,letting the elucidation of the fact fl ow more eff ectively and giving a response to the parties involved in the typical fact.This course conclusion work was returned not only to obtain a grade, but also to raise a discussion of the importance of the preparation of the Detailed Term of Occurrence-TCO by the military police offi cer in the face of criminal off enses of lesser off ensive potential, for the purposes of rationalizing and improving the work of ostentatious police, as well as in support of providing speed of these criminal off enses, that often do not reach the State-Judge, not allowing this time the population to be at the mercy of a bureaucracy in the current conjuncture because the Judicial Police passes, very bureaucratic and defi cient in human material to provide citizenship to the population. It is intended to discuss the subject so that there is no vanity about the problem that leads the population to distrust the work of the police and discredit the judiciary. Subject of this importance should be discussed with professionalism and republican spirit, never treated with vanity; we do want to deal with dynamic and above all competence for the eff ective elucidation of the illegal act committed, generating the population the feeling of eff ectiveness and effi ciency in the police-judicial service.
