ABSTRACT

The main objective of this monograph is to debate, in a conceptual way, the importance of the profile of the municipal civil servant, in order to find alternatives to improve the quality of its management and service to the citizen-client. The justification for this work culminates in the fact that it provides interested parties with the opportunity to foster reflective thinking. To achieve the objectives of the work, the methodology used was a bibliographical study, developed by reading the selected bibliography, exploratory and qualitative, in order to provide subsidies for the writing of the theoretical foundation. With the study carried out, it was concluded that the proactive profile tends to offer the civil servant the ability to better identify scenarios, problems and solutions, with public entrepreneurship being one of the public management alternatives that can bring countless benefits to municipal management.
